The only 1 who can summon mystical creatures is the animal path of pain, or the 6th path sage
You can summon Demons like Oni How ever..... but it would not be a animal summonning, it would be a spirit or person summonning, and would require you invent the jutsu
For example the flude from the sound 5 could summon oni
the 3rd hokage can summon a shinigami "Death God"
But those are more of a jutsu than a summoning
It is a summonning how ever but is a whole other jutsu within it's self
a person summoning summons a person and that just needs the right seal, so it is a combo of a fuuinjutsu and a Summoning jutsu
)
